ADVERTISEMENT FOR BIDS FOR CONSTRUCTION CONTRACT Northwestern Water and Sewer District Bowling Green, Ohio State Route 18 Utility Relocation General Notice The Northwestern Water and Sewer District (Owner) is requesting Bids for the construction of the following Project: State Route 18 Utility Relocation Bids for the construction of the Project will be received by the Northwestern Water and Sewer District at 12560 Middleton Pike, Bowling Green, Ohio 43402 until Thursday, September 3, 2026, at 11:00 a.m. local time. At that time the Bids received will be publicly opened and read. The Project includes the following Work: The project involves the installation of 60 linear feet of 12" waterline by open cut, 112 linear feet of 2" sanitary force main by horizontal directional drilling, 190 linear feet of 3" sanitary force main by open cut, 1,671 linear feet of 3" sanitary force main by horizontal directional drilling, 112 linear feet of 4" sanitary force main by horizontal directional drilling, 424 linear feet of 8" sanitary force main by open cut. Obtaining the Bidding Documents Information and Bidding Documents for the Project can be found at the following websites: https://www.construction.com/ https://home.bxohio.com/ Bidding Documents may be downloaded from the designated website. Prospective Bidders are urged to register with Peterman Associates, Inc. as a plan holder, even if Bidding Documents are obtained from a plan room or source other than Peterman Associates, Inc. in either electronic or paper format. The designated plan rooms will be updated periodically with addenda, lists of registered plan holders, reports, and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through Peterman Associates, Inc. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than Peterman Associates, Inc. The Issuing Office for the Bidding Documents is: Peterman Associates, Inc. 3480 North Main Street, Findlay, Ohio 45480 Prospective Bidders may obtain or examine the Bidding Documents at the Issuing Office on Monday through Friday between the hours of 9:00 a.m. and 4:00 p.m. and may obtain copies of the Bidding Documents from the Issuing Office as described below. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including addenda, if any, obtained from sources other than the Issuing Office. Printed copies of the Bidding Documents may be obtained from the Issuing Office by paying a deposit of $100.00 for each set. Make deposit checks for Bidding Documents payable to Peterman Associates, Inc. Digital copies (PDF) of the detailed plans, specifications, and contract documents can be emailed to the prospective Bidder at no charge by contacting Peterman Associates. Should a Bidder find any discrepancies in or omissions from any of the documents, or be in doubt as to their meaning, he shall advise the Engineer in writing, who will issue the necessary addenda or revised drawings as may be appropriate. However, no request for clarification or information will be accepted after three (3) days before the date on which bids are due. Successful Bidder must be an Equal Employment Opportunity Employer, which prohibits discrimination based on race, creed, color, national origin, sex, age, handicap, political affiliation, or religious beliefs. Proposals must be submitted on the form furnished by the Owner and must contain the name of every person, firm or corporation interested therein. Bids shall be sealed and marked as State Route 18 Utility Relocation and mailed or delivered to the Northwestern Water and Sewer District. Bidders are required to file with their bid a Guaranty Bond in the full amount of the bid or a certified check, a cashier's check, or a letter of credit pursuant to Chapter 1305 of the Ohio Revised Code in the amount of 10% of the bid. Each bidder is required to furnish with its proposal a Bid Guaranty and Contract Bond in accordance with Section 153.54 of the Ohio Revised Code. Bid security furnished in Bond form shall be issued by a Surety Company or Corporation licensed in the State of Ohio to provide said surety. Each proposal must contain the full name of the party or parties submitting the proposal and all persons interested therein. Each bidder must submit evidence of his experiences on projects of similar size and complexity. The owner intends and requires that this project be completed by no later than Monday, March 1, 2027 . All contractors and subcontractors involved with the project will to the extent practicable use Ohio products, materials, services, and labor in the implementation of the project. Additionally, contractor compliance with the equal employment opportunity requirements of Ohio Administrative Code Chapter 123 is required. Bidders must comply with the State prevailing wage rates. The proposal bond or certified check submitted with the bid will be held as a guarantee that if the proposal is accepted, a contract will be entered into. Proposal bonds and certified checks will be returned to all Bidders after the contract has been entered into and secured by a performance bond of 100% of the contract with a satisfactory surety for the faithful performance of the work. The successful Bidder will be required to execute an affidavit relative to delinquent personal property taxes pursuant to the provisions of Section 5719.042 of the Ohio Revised Code prior to entering into a contract with the Owner. No Bidder may withdraw his bid within 60 days after the actual date of the bid opening. The Northwestern Water and Sewer District intends to accept the lowest responsible bid for the project but reserves the right to reject any and all, or parts of any or all bids and to waive any minor informalities in any bid, or to make the award in the best interest of the Owner.
